A constantly changing society places new demands on modern administration. An ongoing quality assurance process aims to make public administration more efficient and bring it closer to the public. And its employees also need to be actively involved in this process.
Employees' creativity and their idea potential are major elements in this ongoing process of modernizing administration.

Within the scope of e-government projects, existing suggestion schemes are being restructured to incorporate greater management responsibility, augmented by elements of the continuous improvement process, and being transformed into a modern idea management concept.
The objectives are to increase employees' motivation and involvement, and bring their creativity and expertise into the improvement process.
Previous suggestion schemes have tended to be excessively bureaucratic, centrally organized, and with the decision-making too far removed from the relevant expertise. The result has been poor utilization of employees' potential for ideas.
